Prominent Telecommunications Duo Join Squire Patton Boggs

Mark F. Dever and Eduardo R. Guzmán have joined the Squire Patton Boggs Communications Practice Group in Washington DC as partners from Drinker Biddle & Reath LLP.

Mr. Dever was previously head of the Communications Team at Drinker Biddle. With more than 20 years of experience, he has worked on major regulatory matters for the communications industry. In particular, since 1993, he has guided clients participating in the Federal Communication Commission’s (FCC) auctions of wireless service spectrum rights, and he has worked extensively on the development and application of the FCC’s competitive bidding regulations. This work includes providing direction in structuring communications industry investments and on complex domestic and foreign ownership matters. He has also represented clients in negotiations and arbitration proceedings implementing and administering federal and state communications competition directives, including before state and federal agencies, the American Arbitration Association and the International Centre for Dispute Resolution, and in related federal and state court litigation. Mr. Dever is a graduate of Boston College and Duke University Law School and is a member of the Federal Communications Bar Association.

Mr. Guzmán represents telecommunications, media and technology companies on regulatory and dispute resolution matters in the US and Latin America. He advises telecommunications providers on matters ranging from traditional common carrier regulations and the regulation of broadband internet service, to consumer privacy, including compliance with the Telephone Consumer Protection Act and similar statutes and regulations. Mr. Guzmán has particular experience litigating complex jurisdictional and regulatory issues before regulatory agencies at the state and federal levels, and has represented clients in international and domestic arbitration proceedings. He has particular experience in Puerto Rico, where he has represented telecommunications providers in regulatory, litigation and public policy matters for more than a decade. A graduate of Georgetown University and the University of Pennsylvania Law School, he started his legal career as a law clerk for Hon. Juan M. Perez-Gimenez at the US Court for the District of Puerto Rico. He has previously been ranked in Chambers Global as a leading foreign expert, and as a Law360 Telecommunications Rising Star.
