Morgan Lewis Adds Two White Collar Litigators with Focus on False Claims Act Matters

Morgan Lewis today welcomes white collar and False Claims Act litigators Douglas Baruch and Jennifer Wollenberg as partners resident in Washington, DC. Doug and Jenny arrive from Fried Frank, where Doug led the FCA and FIRREA practice.

Doug and Jenny have significant experience defending corporations and individuals across the business spectrum in criminal and civil fraud enforcement matters, with an emphasis on matters arising under the civil False Claims Act (FCA) and Financial Institutions Reform, Recovery, and Enforcement Act (FIRREA). They frequently represent clients in the financial services, aerospace and defense, and healthcare industries, as well as other government contractors, and handle all aspects of these matters, ranging from investigation, to federal and state court litigation, to appellate matters.

“I am delighted to welcome Doug and Jenny to Morgan Lewis and to our deep bench of white collar and FCA lawyers,” said Firm Chair Jami McKeon. “They further enhance our services for our government contractor clients, and bring significant additional FCA and FIRREA experience related to financial institutions as well.”

At Morgan Lewis, Doug and Jenny join a top-tier white collar team and a premier FCA defense practice that comprises lawyers with strong government backgrounds, including two recent former US Attorneys, Zane Memeger and Kenneth Polite, who have wide-ranging experience representing clients in a variety of criminal, civil, and compliance matters, including those related to the FCA. Morgan Lewis’s litigation practice includes nearly 1,000 litigators serving clients around the world on disputes and investigations of all sizes and complexity in virtually every major jurisdiction.

“With Doug and Jenny as the newest members of our white collar and FCA practices, we are excited to further strengthen our team in Washington, DC, the epicenter for government-related investigations and litigation, and we look forward to the synergies their practice will create with New York’s financial institutions,” said Gordon Cooney, leader of Morgan Lewis’s global litigation practice. “Doug and Jenny also share our values on pro bono service and have been recognized for their representation of thousands of US Army soldiers seeking to exercise their right to become US citizens.”

Morgan Lewis has added several teams in Washington, DC, this year, including a seven-lawyer investment management, corporate, and tax team led by partner Courtney Nowell and includes partners Gregg Buksbaum and Kathryn Hambrick, working closely with lawyers in the firm’s new Abu Dhabi office; labor and employment partners Chai Feldblum, a former commissioner of the US Equal Employment Opportunity Commission and a leading voice on workplace culture issues, and her former chief of staff, Sharon Perley Masling; and structured transactions partner Paul St. Lawrence.
