Leading Nuclear Attorney Amy Roma Joins Orrick

Orrick announced today that Amy Roma, one of the most influential nuclear energy lawyers in the United States, has joined the firm as a partner in Washington, D.C. Roma, who previously served as the Global Energy Practice Leader at Hogan Lovells, arrives at a pivotal moment as the nuclear sector undergoes a rapid global resurgence driven by AI demand and energy security priorities.

Named the 2025 Most Innovative Practitioner in Technology by the Financial Times, Roma has been ranked by Chambers USA for Nuclear Regulatory & Litigation for 14 consecutive years. Her practice sits at the critical intersection of advanced reactor development, fusion technology, and the integration of nuclear energy with hyperscale data centers.

A Strategic Vision for the Nuclear Ecosystem
Roma’s arrival strengthens Orrick’s position as a dominant force in the nuclear market. The firm currently advises on more than a third of the venture financings in the U.S. nuclear sector—helping clients deploy $2.1 billion in 2025 alone.

“It is clear that nuclear energy will be a key pillar in the future power systems in the U.S. and across the globe,” said Mitch Zuklie, Orrick Chair. “Orrick has been at the center of this growing ecosystem for a decade. With the addition of Amy, we now offer holistic solutions to help all market participants scale nuclear technologies and projects.”

Unparalleled Regulatory and Policy Expertise
Roma began her career at the Nuclear Regulatory Commission (NRC), providing her with firsthand insight into the complex regulatory frameworks governing the industry. Today, she advises advanced reactor developers, fuel suppliers, and technology giants on licensing, commercialization pathways, and project finance.

“Orrick is known for innovating at the convergence of technology and energy—where the nuclear industry firmly sits today,” said Amy Roma. “I look forward to collaborating with this team to help the market innovate to meet unprecedented energy demand.”

A frequent witness before the U.S. Congress, Roma is a leading voice on the strategic imperative of U.S. leadership in nuclear innovation, particularly regarding grid reliability and space exploration. She also serves as a Non-Resident Senior Fellow at the Atlantic Council’s Global Energy Center.

Driving First-of-a-Kind Transactions
Roma joins an Orrick team already at the forefront of landmark energy deals, including:

  • The Three Mile Island Restart: Advising Microsoft on its PPA with Constellation Energy to support the restart of Unit 1.
  • Meta Platforms Agreement: Supporting Oklo in its agreement to develop a 1.2 GW power campus in Ohio.
  • Federal Financing: Supporting the financing of all three U.S. nuclear plants brought online this century.

“Amy is the market leader in advancing first-of-a-kind technologies,” said Kyle Drefke, co-leader of Orrick’s global Energy & Infrastructure practice. “She will play a pivotal role in helping our clients navigate the regulatory and commercial landscape at an incredibly exciting time for this space.”
