The global law firm Jones Day has announced that Victor S. Chang has joined the Firm’s Washington Office as a partner in its Employee Benefits & Executive Compensation Practice.
Mr. Chang has extensive experience advising corporations, nonprofit organizations, and government entities on a wide range of employee benefits-related matters, including the drafting of retirement plans, the resolution of disputes with the Department of Labor, various payroll and employment tax issues, and the numerous benefits matters that result from corporate acquisitions and dispositions.
“Shifts in pension practices and regulation will be significant in the forthcoming years,” said Robert Miller, co-leader of Jones Day’s Employee Benefits & Executive Compensation Practice. “Companies will continue to need experienced and creative legal counsel in this area, and Victor brings both these traits to Jones Day, as both an advisor in plan matters and as an advocate on behalf of clients facing regulatory issues.”
Mr. Chang’s markedly diverse employee benefits clients are evidence of his ability to work on legal matters across industries and sectors, and have included an international conglomerate, a multifaceted manufacturing company, and a museum and research center. Recent notable client work includes assisting a multinational corporation on the post-transaction integration of over a dozen pension and 401(k) plans following its acquisition of a new subsidiary, advising a major closely held company on the design and implementation of a new employee charitable giving program, and the negotiation of an 80 percent reduction to a Department of Labor civil penalty assessment on behalf of an employer in a case before the DOL’s Office of Administrative Law Judge. Mr. Chang also has a significant practice advising tax-exempt organizations on their general tax and legal matters, including some of the country’s largest corporate, family and independent private foundations.

Mr. Chang is a member of the American Bar Association and the Council on Foundations, Philanthropic Advisors Network. He has written and spoken on numerous topics relating to employee benefits including wellness plans, effective responses to health plan data breaches, the IRS Employee Plans Compliance Resolution System, philanthropy and private foundations, tax-exempt organizations, and charitable contributions.
