Jones Day adds Schuyler J. Schouten to Government Regulation Practice in Washington

The global law firm Jones Day announces that Schuyler J. Schouten has joined the Firm’s Government Regulation Practice. Mr. Schouten, who joins Jones Day as a partner and will be based in the Firm’s Washington Office, was previously Senior Associate Counsel to President Trump and Deputy Legal Advisor to the National Security Council.

“Schuyler’s deep executive branch experience gives him great insight into the types of policy and regulatory issues that our clients face on an ever-expanding basis, particularly matters related to the Office of Foreign Assets Control (“OFAC”), the Committee on Foreign Investment in the United States (“CFIUS’), trade, sanctions, and tariffs,” said Don McGahn, former White House Counsel, who returned to Jones Day in March and co-leads Jones Day’s Government Regulation Practice. “He is an outstanding lawyer with a proven track record of dealing effectively with significant and sensitive matters. Mr. Schouten entered government in January 2017 as Special Assistant to the President and Associate Counsel to the President. During the course of his White House Counsel’s Office and NSC roles, he worked with officials at nearly every core executive branch department and agency, and advised senior White House staff and Cabinet members on legal issues pertaining to: international law and international agreements; financial regulation and tax reform; development finance; energy policy; supply chain security; transaction reviews by CFIUS; economic sanctions, export controls, and Presidential authorities under the International Emergency Economic Powers Act; election security; and legislative and oversight matters with national security implications.

Mr. Schouten was previously in private practice at the New York and Washington, D.C. offices of another major law firm, and was also a Senior Director at Kissinger Associates, Inc. and principal policy aide and research associate to Dr. Henry Kissinger in New York.
