Glenn Leon, Former DOJ Fraud Section Chief and Hewlett Packard Enterprise Chief Compliance Officer, Joins Jenner & Block in Washington, DC

Jenner & Block is pleased to announce that Glenn Leon has joined as a partner in its Washington, DC, office, where he will play a key role in the Investigations, Compliance, and Defense Practice. Glenn joins Jenner & Block following service as Chief of the Criminal Division’s Fraud Section at the US Department of Justice (DOJ). In this role, he oversaw the nation’s most significant corporate criminal investigations, including, healthcare fraud, commodities, securities, procurement fraud and Foreign Corrupt Practices Act (FCPA) enforcement. Prior to his tenure as Fraud Section Chief, Glenn served as Senior Vice President and Chief Ethics and Compliance Officer at Hewlett Packard Enterprise.

While at Hewlett Packard, Glenn chaired the Ethics & Compliance Committee, providing strategic legal counsel across a complex portfolio that included anti-corruption and FCPA compliance, securities and accounting fraud prevention, export controls, data privacy, mergers and acquisitions, and emerging areas such as Environmental, Social, and Governance (ESG) and artificial intelligence governance. Glenn directed the company’s responses to investigations and inquiries from DOJ, the Securities and Exchange Commission, and criminal and civil authorities across Asia, Europe, and Latin America, while overseeing all internal investigations relating to alleged ethical and legal violations and implementing remedial actions that strengthened the company’s compliance culture.

Before joining the private sector, Glenn served as Assistant Chief and Acting Deputy Chief of DOJ’s Fraud Section, where he led high-profile investigations of Fortune 500 corporations and financial institutions involving securities and commodities fraud, insider trading, bank and mortgage fraud, money laundering, government procurement fraud, TARP fraud, and FCPA violations. Notably, Glenn spearheaded the investigation into the manipulation of LIBOR and other benchmark interest rates by global financial institutions, culminating in a $325 million criminal resolution with Rabobank that is viewed as a significant precedent in market manipulation enforcement.

Early in his career, Glenn served for more than a decade in the US Attorney’s Office for the District of Columbia, where he prosecuted complex federal white-collar crimes including securities fraud, public corruption, money laundering, and computer hacking across multiple sections. Among his notable achievements, he secured multiple felony convictions as lead prosecutor in an eight-month RICO conspiracy trial involving six defendants and more than 150 witnesses. Over the course of his tenure, Glenn tried approximately 25 jury trials and conducted scores of grand jury investigations, earning numerous recognitions including the DOJ Director’s Award for Superior Performance.
