Experienced Regulatory Attorney Joins McGlinchey in D.C.

McGlinchey Stafford PLLC is pleased to announce the hire of Devin Leary-Hanebrink. Devin will join the firm’s national Consumer Financial Services Compliance practice group as Of Counsel in the Washington, D.C. office.

Devin brings a decade of experience in the financial industry, having worked both as outside counsel and in-house for banks, online brokers, and industry associations, and joins us from the Manufactured Housing Institute. Licensed in the District of Columbia and Missouri, he is a Certified Regulatory Compliance Manager (CRCM). Devin holds a J.D. from Loyola University New Orleans College of Law.

“I’ve worked with Devin for a number of years, and I’m excited to bring him onboard,” said Jeff Barringer, Member (Partner) in McGlinchey’s Albany office. “His deep understanding of consumer finance regulation, particularly in the areas of licensing and data privacy, will enhance our team’s deep bench in these areas. Especially as we find ourselves in unprecedented times, we’re proud to have an attorney of Devin’s caliber serving our clients.”

“Our clients require practical, actionable information,” says Mark Edelman (Cleveland), Chair of McGinchey’s Consumer Financial Services Compliance practice group. “Devin’s firsthand experience on multiple sides of financial services regulation equips him to deliver high quality legal advice in an effective manner.”

Devin has particular experience within the manufactured housing industry, both in financing and HUD Code (the federal building code applicable to manufactured housing) issues. In previous positions, Devin authored amendments to state Secure and Fair Enforcement for Mortgage Licensing (SAFE) Act legislation that were signed into law in several jurisdictions, prepared revisions to the HUD Code, chaired a working group responsible for overhauling a large financial institution’s third-party risk management platform in response to OCC and Federal Reserve advisory guidance, and rebuilt a major financial institution’s entire Risk and Control Self Assessment (RCSA) program.

McGlinchey’s Consumer Financial Services Compliance practice group boasts 22 attorneys and 13 licensing paralegals across the firm’s nationwide platform, who provide clients industry-leading regulatory, compliance, and licensing advice related to residential mortgage lending, auto finance, consumer, education and manufactured housing lending, data privacy and cybersecurity, and a host of other topics. The team is one of only eleven nationally-ranked by Chambers USA, the industry leader in research-based directories for the legal profession.
