Barnes & Thornburg Welcomes John Kelly and Jacquelyn Papish as Partners, A.J. Bolan as Associate in Burgeoning Healthcare Fraud and Compliance Practice

Barnes & Thornburg has added healthcare litigation, investigations, and compliance partners John Kelly and Jacquelyn Papish and associate A.J. Bolan to its Washington, D.C., office. Kelly will serve as chair of the firm’s Healthcare Department and Healthcare Industry Practice.

Kelly joins Barnes & Thornburg following a decade as a managing partner of the Washington, D.C., office of Bass, Berry & Sims, where he represented companies and individuals in healthcare enforcement, regulatory, and compliance matters and served as co-chair of the Compliance and Government Investigations practice. Prior to his move to private practice, Kelly was a federal prosecutor at the U.S. Department of Justice where he held several leadership positions including serving as the Assistant Chief for Healthcare Fraud in the Criminal Division’s Fraud Section and lead prosecutor for the Medicare Fraud Strike Force in Los Angeles.

“John and Jacquelyn are outstanding lawyers. John’s natural abilities as a leader and experience in healthcare fraud matters, shored up by Jacquelyn’s excellent track record in compliance and litigation, will help us build on our strong foundation,” said Robert T. Grand, firm managing partner. “We have made significant investments in healthcare and life sciences and aim to keep strengthening our national practices in these key industry sectors.”

An accomplished attorney with close to a decade of experience, Papish has represented clients in a range of high-stakes commercial litigation matters, including companies throughout the healthcare and technology sectors. She has experience in government and internal investigations, complex civil litigation, and white collar criminal defense – with a focus on matters related to healthcare fraud and abuse and other regulatory compliance issues. Rounding out the team, Bolan counsels clients on a variety of healthcare fraud matters including Medicare and Medicaid compliance, the False Claims Act, Anti-Kickback Statute, and the Stark Law.

“Our team holds John’s leadership capabilities and Jacquelyn’s impressive legal judgment in high regard. John’s strong ties to healthcare leaders in Washington, D.C., and his far-reaching reputation in the industry will be a catalyst for further expansion. Their skill sets will certainly prove invaluable in servicing existing and new clients,” said Roscoe Howard, Jr., managing partner of the Washington, D.C., office.

Kelly’s appointment as chair of the Healthcare Department and Healthcare Industry Practice, which boasts more than 80 attorneys, bolsters the firm’s go-to-market strategy of advising hospitals, long term care facilities, hospices, health systems, clinical labs, pharmacies, drug manufacturers, medical device companies, and other healthcare and life sciences companies on their business needs. The skilled team advises on compliance matters, regulatory issues, business and transactional matters, internal and government investigations, labor and employment, civil litigation, and intellectual property matters.

“Barnes & Thornburg is a key player in the healthcare and life sciences industries, and I look forward to continuing that momentum as the firm looks to further build out its healthcare practice around the country,” said Kelly.

Long considered an authority on legal and compliance issues in the healthcare and life sciences industries, Kelly is a regular speaker at national healthcare conferences and often called on to provide insights in publications such as the Wall Street Journal, Washington Post, Bloomberg News, Modern Healthcare, and Law360. He also serves as co-chair of the American Health Lawyers Association’s Fraud and Compliance Forum and was vice chair of the American Bar Association’s Health Law Section.

Kelly earned his J.D. from the State University of New York at Buffalo Law School and his B.A. from the University of Rochester.

Papish earned her J.D. from the University of Virginia School of Law, and her B.A., with distinction, from the University of Wisconsin, Madison. Bolan earned their J.D. from The George Washington University Law School and a B.S. from Santa Clara University.
