Baker Botts Strengthens Environmental Law Practice with Addition of Former EPA Leader Matt Morrison

Baker Botts L.L.P., a leading international energy, technology, and life sciences law firm, is adding veteran environmental litigator Matt Morrison as a partner in Washington, D.C. He brings a decade of experience in private practice, most recently at Pillsbury Winthrop Shaw Pittman LLP.

Morrison spent more than 20 years in senior roles at the U.S. Environmental Protection Agency (EPA) and the Department of Justice (DOJ), serving as an acting division director in EPA’s Office of Civil Enforcement, deputy director of its Office of Criminal Enforcement, Forensics, and Training, and as a trial and supervising attorney in DOJ’s Environmental Enforcement Section.

At Pillsbury, Morrison repeatedly received national recognition for advising on Clean Air Act issues, including criteria pollutants, hazardous air pollutants, greenhouse gases, and renewable energy. Morrison has also routinely represented clients in complex cases arising under Superfund and the Endangered Species Act.

Morrison adds to the firm’s industry-leading Environmental, Safety, and Incident Response (ESIR) section, where he will provide clients with invaluable insight into environmental compliance counseling, civil and criminal environmental defense, and rulemaking challenges across air, water, waste, and safety issues. His addition completes a year of record Firm growth.

“Matt quite literally knows the EPA inside and out,” Managing Partner Danny David said. “Adding him to the team means clients get real foresight on agency moves and a perspective that helps them avoid problems before they happen.”

“We’ve had a deep respect for Matt and his practice for years, so it’s thrilling to now have him on the team,” ESIR Chair Scott Janoe said. “Matt brings that institutional knowledge plus the technical ability to work through complex environmental matters across essentially all media and programs.”

“Baker Botts has one of the deepest benches of environmental litigators and practitioners in the country, and that’s what drew me here,” Morrison said. “I’m excited to pair my background with the firm’s continually growing global reach and sophisticated environmental practice.”
