Donna Tobar Joins Gordon & Rees as Partner in Orange County Office

Gordon Rees Scully Mansukhani welcomes Donna Tobar as partner in the firm’s Irvine office. She joins the Construction Law practice group.

She provides a full range of litigation and counseling services in the areas of construction and suretyship, with experience in government contracting as well. She has successfully represented contractor and surety clients in various legal settings, including litigation (state and federal), mediation, arbitration, and various informal settings including counseling services during contract performance.

“Not only is Donna a strong female litigator, her work with sureties helps to diversify our Construction Law practice group,” said Christine Barker, Co-Managing Partner of the Orange County office. “We are thrilled to have her join us and look forward to her leadership and mentorship.”

She has substantial experience successfully handling all aspects of surety-specific matters from the time that an account first goes into “claims” through final resolution of all bond claims and indemnity issues.  Ms. Tobar has had over 20 years of experience handling performance bond claims with a heavy focus on pursuing affirmative claims against bond obliges/project owners, takeover efforts by sureties, contract negotiation and project oversight, indemnity transactions and litigation, payment bond claims, bad faith claims, setting and adjusting reserves, and surety financing.

She is admitted to practice in California, U.S. Court of Appeals for the 1st Circuit, U.S. Court of Appeals for the 9th Circuit, California Supreme Court, U.S. District Court for the Eastern, Central, Northern and Southern Districts of California, and Court of Federal Claims.

She earned her law degree from University of California, Los Angeles and her undergraduate degree from the University of California, Irvine.
