Goodwin Procter, a national Am Law 50 firm, today announced that William J. Harrington has joined the firm’s Litigation Department in its New York office as a member of Goodwin’s White Collar Crime & Government Investigations Practice. Harrington joins Goodwin from the U.S. Attorney’s Office for the Southern District of New York where he served as an Assistant U.S. Attorney in the Office’s Criminal Division. His notable cases at the SDNY included the conviction of investment advisor Kenneth Starr and his lawyer; the bribery convictions of former New York State Senator Carl Kruger and others; and work in the ongoing prosecutions of retired Long Island Railroad workers in a widespread disability and health care fraud scheme.
Harrington will focus on representing individuals and corporations in connection with white collar criminal investigations and prosecutions, regulatory investigations and lawsuits, internal corporate investigations, and commercial lawsuits and arbitrations.
At the U.S. Attorney’s Office, he served in the Complex Frauds, Public Corruption, Narcotics, and General Crimes Units where he led grand jury investigations, including parallel investigations with the SEC and other regulators, and litigated charged criminal cases. His cases involved bribery and kickbacks, international money laundering, investment advisor and securities fraud, and health care fraud. While an Assistant U.S. Attorney, he conducted nine federal trials and argued eight cases before the Second Circuit.
Harrington was appointed as Criminal Health Care Fraud Coordinator in 2010 and in that role, developed investigations and coordinated the SDNY’s fraud prosecutions involving health care providers and pharmaceutical companies, as well as the SDNY’ s criminal investigative response to whistleblower and qui tam complaints.

Harrington received his B.A. from Yale College and his J.D. from Yale Law School. He is admitted to practice in New York and before the U.S. District Courts for the Southern and Eastern Districts of New York and the U.S. Court of Appeals for the Second Circuit.
