Patton Boggs has hired the former chair of the Federal Communications Commission, Kevin Martin. Martin will start in the beginning of October as co-chair of the telecommunications policy practice. He was made chairman of the FCC in 2005 and left in January of this year.

Winston & Strawn has had two lateral partners land at the firm. Both partners are in the telecommunications field and join from Dewey & LeBouef. Eric Cowan, who was the chair of the telecommunications industry sector group at Dewey, will be Winston’s global chair of media and telecommunications. He will be splitting his time between the New York and London offices. Glynna Christian joins Cowan.

Law Firm Arent Fox has rescinded some of its offers to incoming associates who have yet to start at the firm. Marc Fleischaker, Chairman of Arent Fox, announced that approximately 12 associates were affected. Fleischaker explained that the firm believed it to be better to do so then to string the associates along indefinitely.
