K&L Gates Expands Energy Practice with Addition of Washington, D.C., and Houston Partners

The Washington, D.C., and Houston offices of global law firm K&L Gates LLP welcome Steven C. Sparling and David L. Wochner as partners in the firm’s energy practice. They join K&L Gates from Sutherland Asbill & Brennan LLP.

Practicing out of both K&L Gates’ Washington, D.C., and Houston offices, Sparling counsels clients on the legal, operational, and commercial aspects of the liquefied natural gas (LNG) industry. He represents global LNG project developers, shippers, terminal operators, and traders. Sparling also advises oil and natural gas companies on risk management and liability issues, safety, and oil spill preparedness, as well as compliance matters involving U.S. anti-boycott laws, sanctions programs, customs, trade classifications, and Jones Act requirements.

Wochner concentrates his practice on LNG and natural gas regulatory, policy, and transactional matters including exports, unconventional production, and pipeline transportation issues. He represents natural gas and LNG marketers, exporters, importers, and project stakeholders such as oil and gas drilling companies, financial institutions, and government officials before the Department of Energy (DOE) and the Federal Energy Regulatory Commission (FERC), and has served as lead Washington counsel in multiple Congressional and federal agency investigations, including related to the 2010 Macondo oil spill.
