Latham & Watkins – Arrival of Senior Partner in Hong Kong Further Strengthens Asia Disputes Practice

Latham & Watkins is pleased to announce the arrival of Ing Loong Yang to the firm’s Hong Kong office as a partner in the Litigation Department. A senior litigator with more than 25 years’ experience, Yang’s practice focuses on complex commercial litigation matters and international arbitration proceedings, particularly on cross-border disputes with Greater China elements. Originally from Singapore, Yang, who is fluent in Mandarin and Cantonese, has practiced extensively throughout Asia, with particularly deep experience in Singapore, Beijing and Hong Kong.

Yang’s disputes practice spans a cross-section of contentious matters including competition law, criminal prosecutions, shareholders’ disputes, FCPA-related investigations, and joint venture and technology licensing disputes. Yang also has strong financial services regulatory experience and he has advised financial institutions on a wide range of disputes. He has represented corporate clients in international arbitrations under the rules of ICC, HKIAC, SIAC, CIETAC and UNCITRAL, as well as in the Hong Kong Courts. Recently, Yang was among the first batch of Hong Kong solicitors to be conferred the status of Solicitor-Advocate, which gives him full rights of audience in the Hong Kong Courts. Yang also sits as Arbitrator in arbitrations in the P.R.C., Hong Kong, Singapore and Kuala Lumpur.

His broad industry experience ranges from the financial services, healthcare and life sciences, energy, infrastructure, software, technology, telecoms, property, and automotive sectors, among others. He has represented public companies listed on US stock exchanges as well as a number of Asia exchanges, private companies, financial institutions and state-owned enterprises.

“We are delighted to welcome Ing Loong to the team,” said Michael Liu, Office Managing Partner of Latham & Watkins in Hong Kong. “He is a tremendously talented litigator and arbitration practitioner whose excellent judgment, deep knowledge across numerous sectors and strong technical capabilities place him among a very small group of leading practitioners with this combination of skills in Asia. His decision to join Latham is a sign of our ambition and focus to continue the build out of our existing high-end disputes practice as part of our strategic growth plans for the region. His arrival is a significant development for our Hong Kong law practice and broader Asia capability.”

David Miles, Chair of Latham & Watkins’ Asia practice, added: “Ing Loong adds more senior expertise and skills to our current disputes practice. His experience in multiple jurisdictions across the region complements our existing Asian practices and his client base in Hong Kong, China, Singapore, Malaysia and Indonesia will be particularly helpful as we look to expand our Asian disputes practice.”

Yang’s arrival follows Simon Powell joining Latham’s Hong Kong office in 2010. Powell, Chair of the Litigation Department in Asia, has extensive experience in complex commercial litigation cases and arbitrations, with a particular focus in contentious insolvencies, securities and shareholder disputes, white collar and government investigations, and antitrust and competition matters.

“Asia has huge potential both as a venue and source of international arbitration and is a focus of our plan to grow this practice,” commented Sebastian Seelmann-Eggebert, Global Co-Chair of Latham & Watkins’ International Arbitration Practice Group. “We are very excited to have such a talented and experienced team on the ground to help us tap into and develop this very dynamic market.”

“Latham & Watkins has strong momentum behind its Asia practice, and the team is highly regarded in the market for their entrepreneurial, commercial approach. Latham’s depth of practice in Hong Kong and Asia generally, and the growing importance of Hong Kong and Singapore as major arbitration centers, makes this an exciting move for me. Latham’s global litigation capability is among the top-tier and I’m excited to be joining the talented group of lawyers in Asia and beyond,” said Yang.

Yang joins Latham & Watkins from Sidley Austin in Hong Kong. He graduated from Magdalene College, Cambridge University with a BA (Hons) in 1984, and qualified as a barrister in England the following year. Before moving to private practice in 1992, Yang worked for the Singapore Attorney-General’s Chambers as a State Counsel and Deputy Public Prosecutor.
