James Alford has joined Locke Lord’s Washington, D.C., office as a Partner in the Corporate and Energy practices. Alford has more than 25 years of on-the-ground experience in all phases of international project development and finance worldwide, with a particular current focus on renewable energy, water, toll road and port projects in Central and Latin America. His international achievements will contribute to Locke Lord’s well-respected and expanding energy and infrastructure practice throughout the Americas and across the globe.
Alford’s practice focuses on helping U.S. and foreign private and public sector clients design, develop, finance and complete energy, infrastructure, construction and related operations and transactions in the United States and globally. He advises on a broad cross-section of corporate ventures, as well as planning, developing and financing private and public-private turnkey production facilities in renewable energy, infrastructure, utilities and large-scale real estate development. His experience also includes toll roads and port projects; biofuels, geothermal and hydroelectric plants; solar and wind projects; water and wastewater utilities; and large-scale mixed-use, master-planned real estate and resort project development and financings.

Previously, Alford was a partner at Curtis Mallet Prevost’s Washington, D.C., office. He earned his law degree from New England School of Law and his undergraduate degree in economics from Ohio Wesleyan University. He is a frequent speaker and writer on public-private partnerships, strategic alliances and a number of energy and project development and finance topics.
