Eversheds Closes the Loop on £321m M25 Contract

Global law firm Eversheds has advised the Highways Agency on amendments to the M25 Design, Build, Finance and Operate (DBFO) Contract, helping to secure improvements for the UK motorway valued at £321m.

The DBFO Contract governs the maintenance and operation over a 30 year contract term, and the negotiated amendment will upgrade two sections of the road into a “managed motorway” with all lane running. Managed motorways help relieve congestion by using technology to vary speed limits and using the hard shoulder as a running lane to enhance capacity. Managed motorways deliver these benefits at a significantly lower cost than conventional motorway widening and with less impact on the environment during construction.

The new amendment focuses on the build and maintenance of the infrastructure in two sections between junctions 5 to 7, and junctions 23 to 27.
The Eversheds team, partner Dominic Lacey and associate Patrick Cooney, advised the Highways Agency on the contracts to implement the delivery of the works, and their impacts on the overall project.
