Morgan Lewis today announced that a team of white collar attorneys, led by former acting U.S. Attorney General and Deputy Attorney General George J. Terwilliger III, will join the firm’s Litigation Practice, resident in Washington, D.C. Joining as partners, along with Mr. Terwilliger, are Daniel Levin, Matthew Miner, and Robert J. Bittman-all white collar investigations and litigation practitioners with significant prior government experience.

Listed as one of the 100 most influential lawyers in America, George J. Terwilliger III has represented energy, financial services, telecommunication, healthcare, and industrial companies in government investigations and in civil and criminal litigation. He has tried numerous cases, and has conducted corporate internal investigations and legal compliance reviews, including for boards and board committees, involving work in more than sixty countries in all regions of the world. He served as special outside counsel for a Senate committee investigation, counsel to an executive commission, and advisor to government officials involved in enforcement and other proceedings involving political affairs. Mr. Terwilliger was a presidential appointee in two administrations who also had a decade of experience as a front-line federal prosecutor. He was the senior Justice Department official on counter-terrorism during the 1991 Persian Gulf War and its representative to the National Security Council during the crisis and subsequent conflict.
Daniel Levin has worked on internal investigations involving allegations of accounting irregularities, options backdating, violations of the Foreign Corrupt Practices Act, and other issues. He also has represented clients in securities fraud class actions, intellectual property litigation, advertising disputes, and products liability litigation and arbitrations. His investigative and due diligence work has involved countries throughout the world. Mr. Levin has also held a number of positions in the government including: Senior Associate Counsel to the President and legal adviser to the National Security Council; acting Assistant AG, Office of Legal Counsel; Chief of Staff to Attorney General William Barr; Chief of Staff to FBI Director Robert Mueller; Assistant US Attorney, Central District of California; Trial Attorney, DOJ Environmental Crimes Section; Counselor to Attorney General John Ashcroft; an Associate Deputy Attorney General; and Counselor to Northern District of California US Attorney Robert Mueller.
Matthew Miner focuses his practice on white collar enforcement and compliance matters, as well as congressional inquiries and committee investigations. Prior to private practice, Mr. Miner served with the US Senate in a number of senior roles, including as minority staff director to the Senate Judiciary Committee and, at an earlier point, majority chief counsel for crime, terrorism and oversight to the same Committee. He also served as counsel to the Senate Permanent Subcommittee on Investigations. As lead crime counsel to the Judiciary Committee, Mr. Miner was involved in the drafting and consideration of many key pieces of crime and national security legislation, and had early exposure to the anti-fraud provisions enacted in the Fraud Enforcement and Recovery Act, as well as the various amendments to the federal False Claims Act during the 111th Congress. In his role as chief oversight counsel, he served as the lead minority counsel in one of the largest congressional investigations in recent history, handling a dozen congressional hearings, numerous depositions of senior government appointees, and the consideration of Committee subpoenas and contempt resolutions. Prior to his Senate service, he was an Assistant US Attorney in the Middle District of Alabama, where he handled a dozen jury trials, served as corporate fraud coordinator, and managed the largest corporate fraud investigation in the district’s history.
Robert J. Bittman regularly represents Fortune 100 companies and individuals in connection with criminal and regulatory investigations before the US Securities & Exchange Commission and the US Departments of Justice, State, Commerce and Treasury, as well as in parallel civil and administrative proceedings. His areas of focus include the Foreign Corrupt Practices Act (“FCPA”), Sarbanes-Oxley Act (“SOX”), international data privacy laws and corporate governance. He regularly advises corporations on the development, evaluation and implementation of compliance programs. Mr. Bittman also has experience in the public sector, where he served as Deputy Independent Counsel for the Office of Independent Counsel Ken Starr and was previously an Assistant State’s Attorney in Annapolis, Maryland, where he tried some 40 jury trials.
