Perkins Coie’s Washington Office Welcomes Back Government Contracts Partner

Perkins Coie is pleased to announce that Martin P. Willard has rejoined the firm’s Washington, D.C. office as a partner in the firm’s Government Contracts Practice Group. He was most recently a partner at Wiley Rein LLP. Willard practiced at Perkins Coie from 1988-2005. He is the latest partner to join Perkins Coie, which has added 32 lateral partners since the beginning of 2012.

He will further expand the litigation capabilities of our government contracts practice in Washington, D.C.”

Willard counsels clients on a wide variety of government contracting matters, audit and cost accounting matters, and internal investigations. He has authored numerous articles in the field of government contracts and was contributing author to the ABA’s 2010 Guide to the Mandatory Disclosure Rule.

Willard’s arrival follows on the addition of two other Government Contract attorneys who recently joined Perkins Coie’s Washington, D.C. office: Partner Andrew Shipley (a former Assistant General Counsel at Northrop Grumman Corporation) and Of Counsel John Henault (a former Assistant United States Attorney for the United States Attorney’s Office for the District of Columbia in both the Civil and Criminal Divisions). The firm currently has 14 full-time attorneys in its Government Contracts Practice Group.

Willard earned his J.D. from the University of Virginia School of Law, his Ph.D. and M.A. from The Johns Hopkins University, and his A.B., cum laude, from Georgetown University. He has also served as an adjunct professor in Government Contracts at George Mason University.

Named Government Contracts Group of the Year in 2011 by Law360, Perkins Coie’s Government Contracts Practice Group represents major defense, information technology and civilian agency contractors in bid protests, claims litigation, False Claims Act cases, suspension and debarment, and internal and government investigations.
