Hugues Moutouh Joins August & Debouzy as Partner to Bolster the Firm’s Government Regulatory Practice

The firm’s Government Regulatory practice welcoms a third partner, Hugues Moutouh, alongside Christian Pierret and Dominique de Combles de Nayve.

Hugues Moutouh, 44, started his career as a public law lecturer at the Universities of Caen and Paris V before being appointed prefect in 2009 and therefore becoming the youngest prefect of France in office in a département. Before him, only four other University professors had been appointed prefects.

Since 2007, Hugues Moutouh has also occupied the functions of chief of staff of the Minister of sports, advisor to the Presidency of the Republic on legal and institutional matters and then special advisor to the Minister of the interior.
