Offit Kurman Welcomes Ira E. Hoffman to Its Government Contract Group

Offit Kurman is pleased to announce the addition of Ira E. Hoffman as a Principal to its Government Contract andCommercial Litigation practice groups.

Mr. Hoffman focuses his practice on government contracts, export controls and other international issues, plus complex administrative and commercial litigation, including appeals. He counsels large and small companies, alike, on a wide range of government contracts issues, such as teaming agreements, subcontracting, intellectual property rights, cost allowability, audits and investigations, the False Claims Act, suspension and debarment, security clearances, and small business issues, including formation of 8(a), HUBZone, SBIR, SDVO and WOSB small businesses, and size protests. He has extensive experience in government contracts cases, ranging from bid protests at the GAO, Court of Federal Claims and ODRA, to disputes and alternative dispute resolution. His international practice focuses on export codntrols (both ITAR and EAR), the Foreign Corrupt Practices Act, and Office of Foreign Assets Control sanctions. He has also been “first chair” in procurement, administrative, and commercial cases in State and Federal trial and appellate courts.

He has a special expertise in export regulations, which will help expand the international reach of our services to our clients.”

Prior to joining Offit Kurman, Mr. Hoffman served as a Court Law Clerk at the U.S Court of Appeals for the District of Columbia Circuit, as Counsel to the Vice Chairman of the U.S. International Trade Commission, and as Counsel to the Israeli Ministry of Defense Mission to the United States. An expert panelist on government contracts and export controls for the Legal Research Network’s Ethics and Compliance Alliance, Mr. Hoffman has taught International Law and European Union Law as an adjunct professor at the George Mason University School of Law and currently serves as director of the Public Contracting Institute (PCI).

Mr. Hoffman will practice out of the firm’s Bethesda office.
