Charles Landgraf, Washington Insurance and Legislative Attorney, Joins Arnold & Porter

Arnold & Porter LLP announced today that Charles Landgraf has joined the firm as a partner in its Washington office. Mr. Landgraf brings his significant experience as a Washington legislative practitioner and was recently named one of Washingtonian’s “Best Lawyers” in 2011-2012. He is widely considered one of the top insurance lawyers in Washington.

While Mr. Landgraf’s practice has focused on the representation of clients in the insurance industry before Congress and the Administration, he also has represented clients in other industries such as energy and real estate. He regularly practices before the executive branch, including the Departments of Treasury, Commerce, and Transportation, the Executive Office of the President, and federal financial regulatory agencies.

“Given our firm’s deep experience in financial services regulation, we are a natural fit for Charley’s practice,” said Thomas H. Milch, Chair of Arnold & Porter. “He will help lead our public policy practice along with former Congressman Jim Turner.”

Mr. Landgraf has represented many leading companies and trade associations, including Lloyd’s of London, the Association of Dutch Insurers, NAREIT, California Earthquake Authority, the Distilled Spirits Council of the United States, The Financial Services Roundtable, and Liberty Mutual Insurance Company.

Mr. Landgraf’s work on behalf of insurance sector clients has included the formation of Policyholders Benefit Corporation to assume undefaulted insurance obligations when the then-largest PMI insurer was put into liquidation during the S&L crisis. Mr. Landgraf also played a key role in representing clients in the development and passage of the Terrorism Risk Insurance Act of 2002 (TRIA), the successful efforts to renew the TRIA program in 2005 and 2007 and the development of insurance measures in the Dodd-Frank Act and CISADA in 2010.
