Two top Boston energy lawyers, Scott Mueller and Meabh Purcell, have joined Holland & Knight’s Energy & Clean Technology Team as partners. Both come to the firm from Dewey & LeBoeuf LLP, where Mr. Mueller was co-chair of its Energy Regulatory Department.

For 24 years, Mr. Mueller has represented a variety of clients in energy transactions, proceedings and litigation, including electric utilities, natural gas distribution companies, generators, investors, energy marketers, interstate pipelines, municipalities and large consumers of energy. He routinely provides clients with regulatory and strategic advice regarding the state regulation of public utilities and energy suppliers, the introduction of competition in regulated markets, renewable energy incentives, the purchase and sale of gas and electricity, the development of energy facilities, and the state law aspects of public utility financings, mergers and acquisitions. He is president emeritus of the Northeast Energy and Commerce Association and has been named a “Groundbreaking Lawyer” for electric and gas utilities by Public Utility Fortnightly, a leading industry trade publication.
Ms. Purcell’s principal areas of expertise include restructuring of the electric and natural gas markets, rate proceedings, rate design issues, integrated resource planning, demand-side management and renewables initiatives. Her practice focuses on the representation of regulated companies, including electric and gas distribution utilities, in virtually all aspects of state regulation. She has advised energy clients on the state law aspects of public utility mergers and acquisitions in over 40 states and has represented municipal electric systems on state regulatory matters. She also represented one of the country’s largest cable television companies on state regulatory matters.

Mr. Mueller graduated from the University of Virginia and received his J.D. degree cum laude from the Suffolk University Law School. Ms. Purcell also received her J. D. degree cum laude from Suffolk University Law School and a Bachelor’s degree in law from the University College Cork in Ireland. She is admitted as a Solicitor in Ireland, England and Wales.
