FCPA and White Collar Attorney Michael Volkov Joins LeClairRyan

Michael Volkov has joined the law firm of LeClairRyan as a shareholder in the Litigation Department. He will be resident in the firm’s Alexandria, Va. and Washington, D.C. offices.

The former federal prosecutor and veteran white collar defense attorney will provide compliance, internal investigations and representation on enforcement matters across a broad range of issues, including the Foreign Corrupt Practices Act (FCPA) and the UK Bribery Act, antitrust criminal, health care fraud, off-label marketing of pharmaceuticals and medical devices, securities, export controls and sanctions, environmental enforcement, and other emerging compliance and enforcement issues.
Before leaving the government in 2008, Volkov spent 17 years as a federal prosecutor in the U.S. Attorney’s Office for the District of Columbia. As an Assistant US Attorney, Volkov had over 75 jury trials and extensive federal court experience. He also served on the Senate and House Judiciary Committees as the chief crime and terrorism counsel for the respective committees. In addition, Volkov served as a deputy assistant attorney general in the Office of Legislative Affairs of the U.S. Department of Justice (DOJ) and as a trial attorney in the DOJ’s Antitrust Division.
“I have been able to provide clients with a problem-solving approach to a range of issues, especially in this aggressive enforcement environment in which businesses operate,” said Volkov. “We have never seen across the federal government, and with the cooperation of the states, such aggressive enforcement programs. In this environment, it is critical for white collar and compliance counsel to be able to navigate across the spectrum of enforcement agencies to protect their clients from civil and criminal liability.”
Carlos F. Ortiz, leader of LeClairRyan’s Compliance, Investigations and White Collar Practice Area team, stated, “We are excited to have Michael join us and expect that utilizing his broad experience, he will help us continue to build a white collar and internal investigations practice with a national footprint to assist the full range of client and businesses we serve.”
A graduate of Georgetown University Law Center (J.D.), the University of Pennsylvania’s Wharton School (B.S.), and the University of Pennsylvania (B.A.), Volkov is admitted to practice in the District of Columbia.
