Former Director of EPA’s Office of Civil Enforcement Joins Hogan Lovells’ Environment Practice in Washington

Hogan Lovells announced today that it is expanding its Environment practice with the addition of Adam Kushner as a partner in the Washington, D.C. office. Kushner joins Hogan Lovells from the U.S. Environmental Protection Agency, where he served as Director of the Office of Civil Enforcement.

“With his many years in high-profile national leadership positions at EPA and his background in nearly all aspects of environmental regulation and litigation, Adam Kushner is uniquely qualified to understand the agency and the evolving regulatory landscape,” said Jeanne Archibald, Global Practice Group Leader of Hogan Lovells’ Government Regulatory Group.
“We are very pleased to welcome Adam to our growing Environment practice. His experience in cutting edge air enforcement and high-stakes litigation matters will significantly benefit our clients in the manufacturing, energy, transportation, chemicals, and agriculture sectors,” said James T. Banks, Co-Leader of Hogan Lovells’ Environment Practice Area.
Kushner has nearly 30 years of experience in environmental regulation and litigation. As EPA’s Director of Civil Enforcement, he had supervisory oversight for the national enforcement program for the Clean Air Act, Clean Water Act, Oil Pollution Act of 1990, Resource Conservation and Recovery Act, Safe Drinking Water Act, as well as other significant environmental statutes.
“With its reputation as the preeminent leader in the regulatory and environmental fields, Hogan Lovells is the ideal place for me to practice,” said Adam Kushner. “I look forward to collaborating with colleagues on environmental litigation and regulatory matters in the United States and across Hogan Lovells’ global platform.”
Kushner also served as the Director of EPA’s Air Enforcement Division for more than five years and previously worked for the U.S. Department of Justice for more than 10 years in the Environmental Enforcement Section, serving as a trial attorney and senior counsel.
Hogan Lovells’ Environment practice addresses all aspects of environmental law, including compliance counseling, regulatory and legislative advocacy, litigation, and commercial transactions advice worldwide. The practice represents global leaders in manufacturing, energy, transportation, chemicals and agriculture, as well as state and local governments.
