Frost Brown Todd LLC is pleased to announce William D. (Bill) Hayes has joined the Environmental Law practice group as a partner in the Cincinnati office. Bill’s practice is focused primarily on air quality issues. He has provided his expertise to manufacturing clients regarding plant expansions and equipment and processing changes, has provided enforcement defense in matters brought by local, state and federal environmental agencies, and advises clients on TSCA compliance matters including nanotechnology and other regulatory developments.
Bill was formerly a Partner at Vorys, Sater, Seymour and Pease, LLP. He is listed in Chambers USA® as a Leading Lawyer in Natural Resources and Environment, listed in The Best Lawyers in America®, Ohio Super Lawyers® and Cincinnati Magazine’s Leading Lawyers®. Mr. Hayes was a managing attorney for air and water issues at the Ohio Environmental Protection Agency, and sits on the Ohio EPA Permit Advisory Group (PAG) and Technical Subcommittee. He also serves on the Ohio Clean Air Act Small Business Compliance Advisory Panel appointed by Governors Strickland and Taft.

Mr. Hayes speaks frequently in Ohio and nationally on air quality issues that target prevention of significant deterioration, Title V operating permits, maximum achievable control technology and Clean Air Act enforcement. He is also a contributing author for publications such as Metal Finishing Magazine and the Business Courier. Mr. Hayes received his law degree from Capital University School of Law, his undergraduate degree at Denison University, and is currently an LLM candidate in environmental law with a concentration in climate change at Vermont Law School.
