Allen & Overy expands leading financial services regulatory practice in Washington, D.C.

Allen & Overy announced today that Heath Tarbert and Gordon Miller have joined the Washington, D.C. office as partner and senior counsel, respectively, in its leading U.S. financial services regulatory practice.

Heath joins Allen & Overy to lead its U.S. bank regulatory group. A dual-qualified U.S.-UK lawyer, Heath will also team up with members of Allen & Overy’s global financial services regulatory practice based in Europe, Asia Pacific and the Middle East. Most recently a partner with Weil, Gotshal & Manges LLP, Heath previously served as Special Counsel to the U.S. Senate Banking Committee, where he was a lead expert and negotiator on the various legislative proposals that culminated in the historic and sweeping Dodd-Frank Act. Additionally, from 2008 to 2009, Heath was appointed Associate Counsel to the President of the United States. During his tenure at the White House, Heath oversaw the financial markets portfolio and worked with senior officials at the Treasury Department, the Federal Reserve, and other Executive Branch agencies to develop the emergency measures taken by the U.S. Government during the global financial crisis. Earlier in his career, Heath was a law clerk at the U.S. Court of Appeals for the D.C. Circuit and at the Supreme Court of the United States.

Gordon joins Allen & Overy as a senior counsel and brings more than 25 years of experience in handling financial services regulatory matters. Most recently a counsel at Dechert LLP, Gordon served for a decade as a lawyer for the Board of Governors of the Federal Reserve System, where he advised on a variety of matters relating to the Bank Holding Company Act—including supervision of the Federal Reserve’s review and approval of the largest divestiture ever required for competitive purposes under U.S. banking laws. In addition, Gordon is a recognized expert on the Change in Bank Control Act, and regulations governing affiliate transactions, insider lending, bank secrecy, and anti-money laundering.

Heath and Gordon join Allen & Overy’s U.S. financial services regulatory attorneys in Washington, D.C. and New York to provide additional transactional and regulatory expertise to commercial and investment banks, asset managers, diversified financial firms, insurance companies, and their holding companies. Allen & Overy’s global financial services regulatory practice is one of few in the world offering top-tier expertise combined with local depth spanning the United States, Europe Union, and Asia. Heath received his J.D. and S.J.D. from the University of Pennsylvania Law School, and his D.Phil. from the Faculty of Law of Oxford University. Gordon received his J.D. from the University of Chicago Law School.
