Top Ranking Attorney with U.S. Department of Health and Human Services Joins Polsinelli

David Cade, the highest ranking career official in the Office of the General Counsel of the United States Department of Health and Human Services (HHS), joined Polsinelli effective today. Most recently, Cade served as Deputy General Counsel to HHS. Cade cited the firm’s deep commitment to being at the forefront of healthcare reform and innovation as a key factor in deciding to join Polsinelli’s Health Care Practice, which is ranked as the fourth largest in the nation by both Modern Healthcare and The American Health Lawyers Association.

Cade brings a wealth of experience to Polsinelli. He served since 1999 as the Deputy General Counsel of HHS as well as the Acting General Counsel for HHS over two periods. He was also the Director of the Centers for Medicare & Medicaid Services’ Family and Children’s Health Programs Group and Acting Deputy Director of the Medicaid Bureau. Given this background, he brings unique perspective around issues involving fraud and abuse, compliance, corporate governance and management, budgeting and finance, health insurance coverage, quality and patient centered care delivery, cyber security, risk management, and the development of numerous eligibility policies.

Cade joins Polsinelli’s national Health Care Practice which has grown to more than 140 attorneys stretching from Los Angeles to Washington. D.C. The firm’s clients include large hospital and health systems. Key members include Kristen Rosati, the current President of the American Health Lawyers Association (AHLA), which is the industry’s largest professional organization. The practice is multidisciplinary and works collaboratively with the Public Policy Practice which includes three former members of Congress, to offer clients a sophisticated understanding of the intersection of policy and health care business issues, and includes strong relationships on The Hill on both sides of the aisle.

Cade earned his law degree from the University of Maryland School of Law and his B.A. from The College of William and Mary. He is a member of several Bar Associations including the District of Columbia Bar, Commonwealth of Pennsylvania Bar, The U.S. Supreme Court Bar, the United States Court of Appeals for the District of Columbia Circuit and several other Circuit courts. He plays an active role in the American Health Lawyers Association as a Board Member, past Chair of the Council on Diversity and Inclusion, and former Co-Chair of the Public Sector Health Lawyers Task Force.

Cade will practice nationally out of the Washington, D.C. office of Polsinelli which recently located in October to Franklin Square. The firm’s Washington, D.C. office includes seasoned lawyers in addition to its Public Policy Practice, which includes former Congressmen Martin Frost (D-TX), Kenny Hulshof (R-MO) and Alan Wheat (D-MO) along with highly experienced senior policy advisors who serve as strong advocates for the firm’s clients.

The addition of Cade occurs during a particularly exciting period of growth for Polsinelli which was named the “fastest growing law firm in America for the past five years,” according to The American Lawyer. Polsinelli moved up to 69th from 78th according to a ranking of the largest law firms published in The National Law Journal. The firm was featured in the June issue of The American Lawyer.
