Health Care Attorneys Join Brown McCarroll

Brown McCarroll is pleased to announce that Brian Flood and Wendy Keegan have joined the firm, as partner and of counsel, respectively. Both join as members of the health care practice group.

Mr. Flood has over 14 years of experience in national guidance committees, serving on boards of directors and in legislation creation or interpretation. He has over nine years of experience as a prosecutor in banking, insurance, securities, healthcare, organized crime, general crimes and white collar crime, five years as an international consultant in health care regulatory and compliance matters, and four years as a top regulator and enforcement leader when serving as the Inspector General for the Texas Health and Human Services and strategic advisor to the Center for Medicare and Medicaid Services. Brian most recently served as a leader in KPMG LLP’s national risk and compliance, investigation, and state and federal government practices. He has personally performed and overseen thousands of reviews, audits, investigations and prosecutions. Brian has established and reviewed integrity and compliance programs nationwide. Mr. Flood earned his J.D. from Texas Wesleyan University School of Law and his B.A. from Texas A&M University.

Ms. Keegan has over eight years of experience advising health care organizations on various issues including compliance and risk assessments relating to hospital management, fraud and abuse, anti-kickback, Stark, antitrust, EMTALA, HIPAA, Medicare, tax-exempt status and hospital governance. In her former role as vice president, legal counsel for the California Hospital Association, Ms. Keegan advised association members regarding health care reform developments and advocated for and against proposed legislative bills. Ms. Keegan earned her J.D. from the University of California, Hastings College of Law and her B.A. from Florida State University.
