Allen & Overy Adds Two Investigations and Litigation Partners in Washington, D.C.; Further Strengthens U.S. Growth

Allen & Overy is pleased to announce the addition of two new partners to its U.S. Investigations and Litigation practice. The new partners, Gregory G. Mocek and Anthony M. Mansfield, formerly of Cadwalader, Wickersham & Taft LLP, will be based in the firm’s Washington, D.C. office. They previously served in the Division of Enforcement of the U.S. Commodity Futures Trading Commission (CFTC).
Mr. Mocek and Mr. Mansfield join a distinguished U.S. Investigations and Litigation team, consisting of expert professionals with a wealth of government experience, including several former federal prosecutors in the Southern District of New York, a former Director of Criminal Enforcement of the Department of Justice, Antitrust Division, and a former branch chief and senior trial counsel with the Enforcement Division of the Securities and Exchange Commission (SEC).

The new partners will expand and strengthen Allen & Overy’s existing global regulatory and enforcement capabilities by bringing commodities and financial derivatives experience across multiple U.S. government agencies. Both Mr. Mocek and Mr. Mansfield regularly advise and defend leading financial institutions and asset managers, major oil and gas companies, agribusiness, metals and mineral trading operations, global commodity trading companies, and high frequency trading firms related to regulatory issues, internal investigations, and enforcement actions involving government regulators, exchanges, and the National Futures Association.

Previously, Mr. Mocek was one of the longest serving enforcement directors in CFTC history. From 2002-2008, he was responsible for leading the CFTC’s domestic and international investigations and litigation. Over the span of his career, Mr. Mocek has been actively involved in hundreds of CFTC investigations across multiple jurisdictions. During his tenure in government service, he worked closely with the U.S. President’s Corporate Fraud Task Force, the Enron Task Force, the Federal Energy Regulatory Commission, the SEC, the U.S. Department of Justice, and a number of other U.S. and foreign regulators.

Mr. Mansfield served the CFTC as a Chief Trial Attorney and Counsel to the Director of Enforcement of the CFTC, where he worked with Mr. Mocek from 2003 to 2007. He has also served as a member of the CFTC Energy & Environmental Markets Advisory Committee and the Executive Committee of the Futures Industry Association Law and Compliance Division.

Their commodities experience adds great value to the firm as the CFTC is taking on an increasingly significant role in the enforcement of global conduct involving a wide range of markets, including financial instruments and more traditional commodities such as oil.
