Today, Michael Paddock, who has spent 13 years representing health care providers throughout the United States, has joined Pillsbury's Health Care practice as a partner in Washington, D.C.

Paddock primarily represents health care providers – hospitals, health systems, physician group practices, durable medical equipment suppliers, medical device companies, and their trade associations – with respect to health care fraud and abuse matters, particularly those relating to federal false claims, physician self-referral (“Stark Law”) and anti-kickback issues. He also advises clients on compliance matters, the conduct of internal investigations related to potential fraud and abuse issues, and the defense against government anti-fraud and abuse enforcement efforts and regulatory inquiries, including qui tam and government allegations of False Claims Act violations.

"Mike brings his high-level practice to Pillsbury’s already robust offering for health care providers,” said James Rishwain, Jr., Pillsbury's Chair. “Mike will enhance our ability to serve our health care provider clients at the highest level.”

Gerry Hinkley, a 30-year veteran of the practice and head of Pillsbury’s Health Care group in San Francisco, added that “Mike brings a great mix of experience, high-level clients and enthusiasm to our practice and we are thrilled to have him join us.”

“I came here because I was impressed with the health care practice Pillsbury has developed, its robust roster of current health industry clientele, and the firm’s strong commitment to further expansion in the industry,” Paddock said. “Pillsbury is well positioned to grow its health care practice and we are enthusiastic about continuing to attract top ranked practitioners.”

Paddock earned an LL.M. in Health Law from Loyola University Chicago's Institute for Health Law, a J.D. with Honors in a Concentration in Health Law from Boston University School of Law, and an undergraduate degree from Miami University of Ohio. He is a member of the bars of the District of Columbia and Illinois (inactive).

Paddock started his legal career in 2000 and made partner at Crowell & Moring in 2009. He is an active member of the American Health Lawyers Association, serving as a member of the 2011, 2012, and 2013 Fraud and Compliance Forum Planning Committees, as a former Vice-Chair of the Fraud and Abuse Practice Group's Steering Committee, and as a member of that Practice Group's Enforcement Committee. In 2006, he was named byNightingale's Health Care News as an Outstanding Young Health Care Lawyer. He also currently serves as a member of Health Law360’s editorial advisory board.
